With the book “Wade, un opposant au pouvoir” (Wade, an opponent in power) by Abdou Latif Coulibaly used as a starting point, the filmmaker looks at the way democracy functions in Senegal. Many people think the regime change in the year 2000 has had no effect. At the very most, the pace at which the country’s raw materials and riches are being plundered has increased. This zeal for plundering was frequently condemned by those currently in power when they were in the opposition - and rightly so. The complex system of kleptocracy is no different from Mobutu’s Zaire. The only thing is that there was more to pilfer in Zaire, because the country has more natural wealth. So what does still remain of the dreams fed by the change in power of 19 March 2000?
